As Russian missile attacks on Ukrainian cities increase in severity, European leaders are convening in Kyiv to address urgent air-defense requirements and explore ways to heighten pressure on Moscow. This gathering, part of the Coalition of the Willing, is spearheaded by the United Kingdom, France, and Germany, with several other European heads participating remotely. The talks also include the presence of EU Council President Antonio Costa.
Ukrainian cities, including the capital Kyiv, have been the targets of intensified Russian missile strikes, resulting in civilian casualties and damage to residential areas. In response, Ukraine has made repeated appeals to its allies for additional air-defense systems and interceptor missiles to shield its population from these attacks.
During these discussions, the UK is anticipated to declare its support for Ukraine, while France is poised to initiate local production of the SCALP missile, a long-range asset. Furthermore, France has committed to delivering extra interceptor missiles to bolster Ukraine’s air-defense capabilities.
Ukrainian President Volodymyr Zelenskyy expressed concerns about a notable decline in the supply of Patriot interceptor missiles. Ukraine received 675 of these missiles in 2023, compared to the 364 expected in 2025, with projections for 2026 dropping to 264. Kyiv is seeking at least 300 interceptors to prepare for the winter months ahead.
The reliance of Ukraine on advanced Western air-defense systems remains critical in countering Russian ballistic missiles, which pose significant interception challenges. As a result, European allies are actively exploring options to enhance these supplies while simultaneously maintaining diplomatic and economic pressure on Russia.
